What does this mean?
Transportation revenue can be generated from sources of revenue supported by the general public (such as general sales taxes, property tax, or vehicle property tax) and sources of revenue directly related to the use of the road (such as a tax on gasoline purchases or fees paid to use toll roads). This metric describes the portion of the state’s funding that is derived from user fees.
